When I see people being persecuted, unfairly, the tyrant is typically unable to balance his own books.

These are elderly people. It was an insurer. How well was the company doing. Is the couple statistically more likely to pay-in to the system, or cost them more money.

I have personally seen several accusations of theft, harassment, or (if they are too lazy to actually name an excuse) "intangibles." They use subjective, touchy-feely reasons to railroad people.

Then, they are accused of a crime, not always drug related.

I think, there are lots of pretty people, participating in good faith, hopeful, and polite. They don't understand that they don't have to be suspicious, or look suspicious, or be connected to suspicious people. They can be the arbitrarily-designated scapegoat.
