I just tested my first sample of pharm grade sceletium t. from natures-mind.com and it seems to me to be most enjoyable and relaxing, Im sure this dosent help you to much but my suggestion would be to buy some and test it out before you attempt to grow it from seed , it is always fresh for natures mind.
Just my 2 cents

I bought 5 seeds (although I really can't remember where from now!), I actually recieved 6, I planted them on Christmas eve and the first germinated in 2 weeks. Then I was away for two months, so I'm not sure how long the others took. 5 have germinated and are growing fine, the largest is just starting to make little branches. Two of them had actually germinated above the soil, and barely had any roots in the soil. They may have been like this for two months. But I popped them in the soil and they're fine now too.
The tek was simple enough - cactus soil, seeds on top, sprinkle with a thin covering of sand, keep moist under flourescent light in a warm room. I'll try and get some pics of my plants and setup.

As far as administration: sublingual was preferable to insufflation for me. (stick it in your lip and suck on it rather than snort it)
