Every time I open IE, Windows Installer starts and apparently tries to install Easy CD Creator 5 and/or PDIconverter, but then it gives an error because those programs haven't been on my machine for over 6 months. This also happens when I boot the computer and at random times.
Spyware was suggested by a friend, but I use both SpyBot and AdAware regularly.

Run regedit and check to see if HKLM\Software\Microsoft\Windows\Current Version\Installer\InProgress exists. Note the filename and delete it from C:\Windows\Installer (you may need to unhide the folder). Then delete the registry key.
Open a command prompt and run SFC /SCANNOW to fix broken system files.
If those don't work, try these:
Go to Windows Update and get all the latest updates for your system.
