Hi scotsman1,
I will assume that your HDD is the master in IDE0 and the writers are slave on IDE0. The obvious thing is that you need to set the jumper on the new DVDwriter to slave. Actually set the jumper to the same position as on your old writer. I could be more helpfull if I knew how many IDE devices you have and their position on each IDE channel.
For example:
IDE0 master = hdd0
slave = dvdr
IDE1 master = hdd1
slave = empty

If one of the IDE is unused you could keep the old cdr where it is and install the dvdr on the emplty. If you still can not access it from win then maybe you have a DOA dvdr.

You might possibly need to upgrade the BIOS as a last resort.

With IDE, when you have two devices on a single cable the jumpers (on the devices) must be set one of two ways:

1) Both devices must be set to CS (cable select).
2) One device must be set to master, the other device must be set to slave.

There is usually a jumper diagram on the device label somewhere that tells you where to put the jumpers to set the devices mode (master, slave, or cable select). Some devices have this info on the silkscreen on the board near the jumpers (silkscreen is the writing on the circuit board) or in the devices documentation. The jumpers are usually located on the back edge of the device beside the power and IDE plugs, but not always.
