Baltimore Police Officer Accidentally Records Himself Planting Drugs At Crime Scene

An officer from the Baltimore Police department accidentally recorded himself planting evidence. On Wednesday (July 19), Baltimore’s Fox 45 published footage of the officer hiding drugs at a crime scene without realizing that his body-worn camera caught him in the act.
In the recording, which was captured in January, officer Richard Pinheiro and two other officers, can be seen in an ally on the side of a house. The body camera appears to capture Pinheiro hiding a bag of pills under a heap of trash, while the two other officers stand behind him.
The cops head back to the sidewalk, at which point Pinheiro turns on his body camera. But as VOX notes, body cams can record up to 30 seconds of footage before being manually activated.
“I’m going to check here,” Pinheiro is heard telling the other officers before heading to the back of the house where he pretends to rummage through the trash heap. After a few second, he uncovers the bag and alerts the other officers.
The defendant who was charged in the drug case was scheduled to go to trial this week. The charges were dropped after a public defender reviewed the body cam footage (a night before the trial was set to begin) and contacted the state prosecutor.
Prior to the charges being tossed, the defendant was offered a plea deal. According to Buzzfeed, the Baltimore State Attorney’s office had possession of the video when the plea deal was offered, though it is unclear if the footage had been reviewed at the time.
Despite being “appalled” by the video, prosecutors called Pinheiro to testify as a witness in a separate case.
“They watched it and were appalled by what was on the video, and then for whatever reason made the choice to continue to call him as a witness,” Public Defender Debbie Katz Levi told Fox 45.
The Baltimore Police Department is investigating the incident. In the meantime, one officer has been suspended while the other two are on administrative leave.
“We take allegations like this very seriously and that’s why we launched an internal investigation into the accusations,” the BPD said in a statement. “We are fortunate to have Body Worn Cameras which provide a perspective of the events as reported.”

There should be laws for shit like this, either a punishment of 5 year mandatory minimum in prison, or probation for life! Cops like these are the real criminals not somebody with a little baggy of pills.

That's the biggest problem with the American police force. There is no repercussions to their actions. There's usually an "internal investigation" in which, at worst case, the police officer goes off duty for a time.
At the absolute worst case they get fired.
But this is criminal.
The FBI should be the one overseeing things like this and the federal justice system should be trying it.

When an officer does something you usually hear how they are being suspended with pay. Fuck if I get suspended at work I most definitely won't be paid.

Tired of hearing about suspensions for doing shit like this that can ruin someone's life. If you plant drugs on anyone..you need to do some jail time and probably could use a nice ass beating as well.

What pisses me off is a guy that shot a Philly cop during a drug bust a year or so back just got sentenced to 33-100 years behind bars. Cop survived. I'm not a cop hater, and I'm against violence period. So what pisses me off isn't the sentence. It's the fact that the cop in question spoke to the media & said that the sentence wasn't harsh enough, that there's been an increase of violence against cops & the perps should never see the light of day again. Meanwhile cops kill people using deadly force when it's not necessary & in many cases killing completely innocent people/animals......and get off with a slap on the wrist, if that. Then have the nerve to complain about people trying them in court for these killings....and now whining that people that shoot at them aren't sentenced to life without parole or death, when they expect to do the same thing to citizens without repercussions. it's a huge double standard.

A Citizen's precious civil rights were horrendously violated. Post traumatic stress and abuse at the hands of the police.
Caught red handed, did the cop confess to his stunt? So what is the harm here?
Abuse of power under color of authority. False arrest. False imprisonment. Theft of drugs from an evidence room or otherwise illegal procurement of the alleged drugs by the cop. Possession of illegal drugs by all cops riding in the vehicle were drugs were kept. Transportation of illegal drugs with the intent of engaging in a crime. Use/possession of a firearm during the commission of a crime by 3 cops. Conspiracy to commit fraud by all 3 cops and maybe their superiors on the Baltimore police force? Perjury, maybe by all 3 cops and their Commander if he signs off on arrest records? Defamation conducted by the police agency. Slander, since it was public information provided to news agencies. Violation of a sworn police oath to protect. Since the police league protects the dirty cop, that's collaboration to obstruct justice and they should also pay up here.
Where's a blood sucking legal beagle when you need one? Punitive damages and irreparable harm, and loss to public image and good name. Couple million Baltimore dollars judgement might soften the damage. And discourage the (alleged) police state bullies from retaliation.

What if the idiot police state figures out how to stop filming their own crimes? Let's help them out and always catch them in the act with our own cameras.

So what's the deal,
Where did he get the drugs? That amount is probably a felony(?) Tampering with evidence? False testimony? (Assuming he testified in court)/
How many charges could we tack on if we played the role of prosecutor?

This is true....They have already dropped every active case this guy and another have. Will probably release any of them doing jail time.
Baltimore police force is so fucked...this is small shit compared to the group of detectives that is now facing federal charges for all kinds of shit from selling the drugs they confiscate to stealing money from dealers as well as others making an honest living. Plus they put in an exorbitant amount of overtime that caused their pay to go over a hundred grand a year. All the while, the murder rate keeps sky rocketing...There is a group of mothers calling for a cease fire over labor day weekend to just try to have some semblance of peace. I couldn't imagine trying to raise a kid in West Baltimore...it is really gut wrenching what these moms have to go through. One woman called out a gang banger for stealing her 10 yr. old's bicycle ...she called the cops to report it. Later that night, he came back and shot her in her house right in front of her other kids...she had 8 of them.
Baltimore city is just plain fucked right now.
