I actually wrote an essay a while back that more or less explains it. I'm sure this is more than anyone wants to read, but too bad:
The Superconducting Super Collider would have been the world's largest, most powerful particle accelerator. Even the Large Hadron Collider under construction at CERN in Geneva, Switzerland will not be near as powerful as the SSC was planned to be. No doubt many of the questions on the minds of physicists today would have been answered already if the SSC was online. Congress canceled funding for the SSC in 1993, after significant progress to build it had already been made. Most people had never heard of the project and didn't miss it. They don't even really understand what a particle accelerator is, or why it might be relevant to their lives. Some who are not interested in the study of physics criticize the building of accelerators on the grounds that they are expensive and require great quantities of power to operate. People interested in modern physics, however, know that when we truly figure out how this universe works?when we account for every particle that must theoretically exist, solve the unification of forces, answer the questions of cosmology, etc., it will be due to the results of an accelerator experiment.
Jacques Ellul said, ?There are no political solutions, only technological ones; the rest is propaganda.?
Some people like to think that these questions are unanswerable. After all, never in human history have we truly and completely solved any puzzle--learned all there is to know about anything. Yet now we face the possibility of understanding the basic elements of the universe. This is not unanswerable. It isn't even hundreds of years away. It could quite possibly happen this decade, when the LHC is completed. This could mean every problem in physics solved overnight. All other sciences are extensions of physics, so maybe they all could be solved. We have absolutely no way of predicting what human life will be like in the post-solution world. The rules will have changed completely.
Back to the Superconducting Super Collider then. The SSC to me is an important philosophical artifact. It may have been the keystone of all human understanding, but now we'll never know. It is a symbol of questions that go unasked. Did those congressmen who voted first to begin the project and later to end it understand the scientific and philosophical ramifications? It was just another example of human nature: we could have stepped forward, but we stayed where we were.
