No actives grow in cow dung in Pennsylvania except for Panaeolus cinctulus, which is very rare in cow dung and much more frequent in horse dung.

Most actives in your area grow on wood, start your research here:  https://www.shroomery.org/8461/Which-psilocybin-mushrooms-grow-wild-in-my-area

Isn't it also rare directly from horse poo? Or is that just more false info I've read?

It is neither rare nor common in that habitat.

When it does fruit there, it sometimes is extremely prolific, making thousands of fruit bodies.
