Seriously considering getting in touch with an organization in Manitoba and seeing if they can benefit from any sort of volunteer time or something in terms of dog management
it upset me to know of children attacking a pet but this woman was taken in tragic and horrendous circumstances and there is a poor little girl left with nothing now  on account of the pet management getting so out of control that the dogs are in wild packs but if the dogs in the community homes do not start getting spayed or neutered killing all 30 dogs now is only going to push back the likelihood of a recurrence to a few years as the population builds up again

"A young mother was taken from us far too soon. The community is in a state of shock, a state of sadness," said Kewatinook MLA Judy Klassen, interim leader of the Manitoba Liberals in the Manitoba Legislature Monday.
Eaglestick leaves behind a five-year-old daughter, now an orphan. The girl's father died previously of exposure.
"We need to work together so that every Manitoban feels cared for in the wake of a tragedy," said Klassen.
Health Minister Kelvin Goertzen responded by offering condolences and promising to send additional resources to the remote, fly-in community.
"We stand by willing to offer assistance," Goertzen said. 'I can't believe she's gone'
Band councillor Robert Leveque said a meeting was held Monday to discuss how to deal with the "seriously dangerous" dogs. Council is considering putting them down next week, he said.
In the meantime, people are being asked to keep a close eye on children.
"We have to watch our little ones," Leveque said.
Little Grand Rapids Chief Roy Dunsford said Sunday residents nearby heard dogs barking around 3 a.m. the morning Eaglestick died, but thought the commotion was due to a bear.
Eaglestick's family remembers the young mother as a fun, loving person who never held a grudge.
"I can't believe she's gone ... she was a nice person. Loving and caring," said Eaglestick's friend Millie Jasmine Pascal, on the weekend. "I can't stop crying."
Little Grand Rapids First Nation, home to about 1,000 full-time residents, is a fly-in community located 270 kilometres northeast of Winnipeg.

mmm the answer to this is mildly more complex than one would expect but it is both yes and no
within the national confines one would recognize as Canada on a map these things happen within a political sphere these things happen mostly on or around reservations which the Canadian government recognizes as the First Nations and deals with each on a Nation-to-Nation basis
The location in the story is up near the Northern Manitoba/Ontario border and is pretty remote with Winnipeg being the nearest major city and no road connections between the two it is only possible to fly in or out

this is not to say that every member of the First Nations councils are corrupt but that it adds a layer of complication to building up such communities whereas if they were counted among 'actual' Canadian towns or cities the government may have expanded capacity in terms of how things are set up
it is a big topic and do not pretend to personally be well-informed enough about it to discuss it in far greater nuance tho

I'm from The area.
Yes wild dogs are a problem here. It's getting worse. Lots of reasons why it got this bad, mostly due to harsh conditions for both humans and animals.
Help would be welcome. Contact the local rcmp would be a good start.
If not prepared, one can die from exposure. I don't go camping without a rifle. Bears and wolves get hungry too

Problem is pretty much across the northern province. Grand rapids area, eriksdale, Norway house all have roaming dogs. In easterville it is getting particularly bad

Wild dogs actually scare me more than wolves because we spent millennia breeding away their fear of humans and human society but we made sure to keep their hunting instinct and general aggression toward humans outside 'their pack'
wolves need to be in a pretty bad way to stray and hunt near humans dogs find our population bases to be a natural habitat

actually people used to let their dogs out and then welcome them back home for supper in the old days packs of dogs were a social thing even today the only dogs that kill neighbors pets are hunting dogs to be honest I think this dog was probably mistreated at some point to do something like that to a human

my terrier/miniature pincher cross nearly ripped the throat out of the neighbour's black lab (hunting dog) who was a border patrol dog, trained to sniff out contraband in cars and trucks at the land port to North Dakota but my dog was feral, and she had spent months living with coyotes
A trained dog that wanders is a world apart from a feral dog fending for itself with no home
my neighbours up the road have a chocolate lab that walks with me up to the marsh in the evenings does not scare me at all
the wild dogs on the reservations are puppies that got released/left for the wilds rather than being raised in a home some instances they are never trained
the issue that takes place is that the trained dogs with homes wander breed, produce puppies and the puppies are not kept which form packs as wild dogs
the 'most obvious' solution would be mass neutering and spaying of local pets but some tribes consider neutering to be animal cruelty
