Why is my first flush so small?

This is my first grow ever. The cakes have been in the fruiting chamber about 5 days now. I fan and mist 4-6 times per day, I keep the humidity around 89-99% and 68-71 degrees fahrenheit. Why is my first flush so small? Can I expect a better 2nd flush if I dunk and roll again after harvesting and up the temps with a space heater. I was thinking around 80 degrees.

You probably started from a multispore solution, meaning there are thousands of different genetics in the mycelium.
This means that the mycelium will produce fruits at different times during it's lifecycle according to their unique genetic traits.
I would remain patient, and you'll start to see more fruits pop up in the next couple of days/weeks.

60°F will grow massive fruits.. Not a temp problem.
I'd ditch the hygrometer, it isn't accurate anyways. You just need a flashlight and your eyes.
Shine the light on the cakes.. If they glisten/are damp all good. If not mist them directly until they glisten with no pooling water (not the walls)

The fruits aren't small, you just didn't get a good pinset.

Ease back on the misting. Give some moisture a chance to evaporate off of the surface of the substrate, so the moisture from the substrate can begin to evaporate which is the number 1 pinning trigger, and is the direct result of fresh air exchange . They correlate.
The moisture content of the substrate coupled with the design of a shotgun fruiting chamber will provide enough humidity to carry out the first flush. Fanning as much as you do is good, and your temp range (68-71) is fine though too.
MadSeason is right about the where you want to keep the surface of your substrate, misting-wise, with his statement about "glistening" once you have returned equilibrium to the surface moisture content.
