Steamer for Sterilization

I recently found a rice cooker/food steamer, and was wondering if this could be used for sterilization, rather than just boiling (I don't have a pressure cooker). I put a thermometer in it, and the temp appeared to remain slightly above 200F (212 perhaps?).

Water boils @ 212F so forget buying a cooker and just use a regular pot. I believe you would have to fractional sterilize the jars, though.

I've already got the cooker... when my grandparents died I took it and stuck it in a closet and I just recently found it again... so is there a way I can make use of it?
