Isn't Salvia like other plants in that they will not grow a lot up top untill the roots get a little bound in the pot? If he uses a bucket that big it might be a while before much growth happens up top?

Nah, actually it starts to grow slowly, lose lleaves and wilt faster when it gets a little pot bound. Salvia grows extremely fast from a cutting once it's root system is somewhat established. As soon as it becomes pot bound you start noticing negative effects. It's affected quickly by pot bounding, but it can live for a while that way.
