and im thinking of exacting revenge...
hundreds of dollars in small livestock and our house cat...
anger not subsiding...

First of all... calm the fuck down
You know... shit happens, it's animals, what do you expect??
Go have a talk with the dog owners and politely ask em to keep their dog on their property and if they give you shit, inform them that if they don't get their shit in order you'll take legal action.

Don't touch their dog. If you want to exact revenge, do it through the legal system.

Absolutely this. Harming their dog is opening up a door you don't want open. I've been in a similar situation where my shitbag ghetto Mexican neighbors pit got out and attacked my dog and my dad. Both survived though things got really fucking ugly between me and the neighbor.
I made a lot of threats that I was fully intending on going through with. Making an enemy, Living with all that stress having to watch your back constantly is no way to live.
I'd talk to the neighbor about compensation (do be reasonable and honest, don't try for a payday) If that doesn't work tell him you're going to the cops and will do everything to press the issue and make his life hell. Even though police normally won't do shit or very much, just bluffing that you'll get police/animal control involved will scare most sane people.

Yeah, talk to them politely about compensation. If it comes after your animals again *on your property* shoot it.

It might vary by state law, but here you're allowed to kill someone's dog on your property if it has caused or will cause property damage (your livestock and cats).
