is it really anonymous and secure using those "secure" means of surfing the internet?

I've read that TOR isn't all that secure as it's claimed to be. PGP seem to be questionable (does Symantec even still exist?). Hushmail was once said to be a secure email provider/server. IT'S NOT! What else did I miss?

These fads may have been ran by the NSA so that way they can easily filter out anyone wanting a "secure" means of web surfing.

Tor is pretty safe...
The government can see you're using Tor but can't see what you're browsing or where the webpage is hosted and the web host can't see where you're coming from...

Sure, every now and there's an exploit(you'll never get 100% safety) that exposes the anonymous user but that's mostly because of Javascript.

Also Hushmail was never secure... the mere fact that they lied about it not being possible for hushmail itself to read it's users emails just me question whether or not they were ever secure...

Hushmail seem to have a filter that deletes your account with a mention of any "inappropriate" terms or phrase.

I wonder if tethering is safer than Tor? Tethering I think changes your IP address every second or so? I'd have to look into this. I guess this is only as far as IP address is concerned.

Tethering to what? A cellular connection? If so than definitely not. And a cellular connection does NOT change IP address every second or so.

as far as PGP it's not 'questionable' at all. Forget Symantec: http://openpgp.org/

Here's a good page discussing TOR and the like: https://www.deepdotweb.com/2016/05/09/tor-viable-alternative/

Who is it that's reading my emails and what I'm posting on the Shroomery?  What did I do that would make them even want to?

Tor is as safe as is your use of it. Don't log in with tor anywhere you have logged on without tor or is otherwise connected to your real identity. Also remember that posting styles are often identifiable if someone is determined enough.

Whonix is what i use if i want to be anonymous...It's not invincible though, but it works good enough for me. Tails is really popular too and probably better suited for anything illegal
