I got this cactus through a trade and throughout the holidays it got left out so I'm wondering if this cactus is savable...

You could cut and save the top half although it is extremely elongated and would require some time and a lot of care to get it back into the sun

try grafting the tip if you have stock, I personally would just add that to my barrel of dead pedro to be extracted later. The rot can go higher up than just the brown you see on the outside, the center could be rotten as well.

I would cut off the etiolated end, and use it to grow a log out of, I have salvaged some etiolated cuttings this way.

I agree with others, I would cut the etiolated piece off and reroot that - kill the rest with fire. Make sure you cut high enough up that you don't get infected material
