Because that isn't what the language suggests. Why put those caveats in at all then?

Because thats the way laws are generally written, it leaves room for flexibility.

Like if a cop thinks a particular child prostitute is doing a great job being a child prostitute, for example

This whole anti-authority thing comes off really childish
Child prostitutes are often lured away from home by pimps, taken to another town and forced to "work". So instead of taking the child into the custody of the state, they can take them home.
Under the blanket knee-jerk law you would like, the child would go into state custody instead of going home. This is just one example of why laws should be written with room to breathe.

What the fuck? That is some seriously twisted reasoning. It definitely shouldn't be decriminalized to prostitute kids. I don't know the laws in California, but if you're saying that when kids are kidnapped and pimped out they cannot go back home after they are saved, then that's just retarded and maybe you should be advocating for a law changing that, not legalizing child prostitution. People who are prostituting kids should definitely be executed.

Also, if this is for child protection, why is it for kids ages 12-up. Why not just "under 18"?

That's because you hang out where bassnectar gets gigs. The nicest place you have probably been in the city is a run down hanger in dog patch with port o potties. Keep going there and stay away from our nice areas please. Actually, never come back.
