frustrated and confused

Hello everyone, I'm a new cultivator and new to the community. I am a rookie who is looking for some help. I've read many post on the forums and received a lot of useful information. I've hit a wall recently which I cannot seem to get past. I've reached the fruiting stage but cannot seem to get the mycelium to fruit. To get myself to this point I have been innoculating via syringes into sterillized WBS. Once the grain was totally covered in mycelium I have mixed it into casing which was comprised of 70% coco coir and 30% Vermont. I also pasturized the casing prior to mixing the mycelium into the casing. I then put a roughly 2 inch layer of pasturized casing over top of that and incubated this cased mycelium for approx 10 days until the top layer was approx 80% covered in mycelium. I then placed this into the fruiting chamber I made. my fruiting chamber is a large clear rubber made bin. I filled the bottom of the bin with water and put an aquarium heater fully submerged in the water set to 85 degrees. I drilled holes in the rubbermade bin on all four sides just about the water liNE. I am using an led aquarium light which has both white and blue led lights and I keep on for roughly 8 to 10 hours during the day and off for 14 to 16 hours at night. I set glass cups upside-down in the water aND then placed my incubated casing on top of the cups to keep it above the water. I kept a lid on the fruiting chamber to keep humidity in only removing it 2 to 3 times a day to fan in fresh air for FAE. It has been over 3 weeks and no pins. instead the mycelium seems to have developed golden colored liquid on top which resemble "beads of sweat". I am frustrated as this is not the first time I have reached this stage and I keep getting this result. I have attached some pictures to better illustrate my problem. any ideas or thoughts on what I could do differently to improve my results would be greatly appreciated.

Looks like you're using teks from ancient history. Your pictures are bad but your mycelium looks unhealthy. Using fishtank heaters and water filled chambers like this is not considered good these days. It looks like you have a tub sitting in larger tub that has a few tiny holes drilled around the side, and based on that and how ugly the mycelium looks, I think you probably need a lot more fresh air up in this bad boy. For this project, consider turning your outer tub into a shotgun chamber and setting your inner tub in that. For future projects, I'd recommend looking at a monotub design. Much simpler.
You also have some terminology confusion. You're referring to your entire bulk substrate as a "casing" which is inaccurate. Casing is a layer you put on top, generally after the substrate is colonized. If you just put 2 more inches of bulk substrate on top of your spawn/substrate mixture, I'd say that is just more bulk substrate. In any case, 2 inches sounds a little excessive.
