It doesn't seem to imply that at all. It implies that the police can separate the adolescent from the situation without charging them with a crime as a juvenile.

I shouldn't be surprised. The other day I was in San Francisco at the parking garage in the middle of a huge commercial district where people take their families, and I shit you not there was a giant ad display for a space-age ergonomic sex toy in the first floor lobby.

I had a family member, who, along with a friend, at the age of 13/14, used to regularly go to a public toilet 'rest room' for sex 'cottaging'. The fact that they got paid as 'rent boys' for their time was seen as an added bonus.
One of them got caught in the back of a vehicle with a man by the police, at which ensued a horribly traumatising event. His father was called, a medical examination, against the boys will was carried out on him, and the man he was caught with was charged with whatever the fuck they could throw at him.
What the fuck any of this has to do with OP's thread is beyond me. I'm jus drunking it up so...

The law renders the police unable to interfere with a child being a prostitute, except in the case that their life is in immenant threat or are injured. Otherwise, they have to leave the child in the situation where he or she is being exploited.
And even after they interfere in the two exception cases, the police are to get their evident injuries addressed, and then that's it.

I can see where the confusion is coming from, but a child's safety is always at risk when they are being prostituted. They don't need to explicitly state that it is always at risk in these relationships within the text of the law, and the law might be more effective without strict parameters for law enforcement to abide by regarding how to determine if a child is being exploited sexually or not.
I'm not even saying it's a great law or anything. I haven't read it, nor have I studied laws of this type across different regions - I'm going on just the information you've brought up, and if I'm to take the article you posted word for word then they are pretty clearly twisting something to promote a specific narrative - specifically that liberally run California has endorsed pedophilia. It makes for a head turning headline and ignores the intent and application of the law as it's written, and does so purposefully. It's essentially sensationalist clickbait.
