Not sure what this is, my other jars have some mild signs of bacteria with metabolites visible, this jar looks a little different is this bacteria related or something else ?

Most likely some mild bacteria, I would treat this one as usual, doesn't look like a tosser.
Is it fully colonized or is it stalling? Acting normal?

Well that's some good news, it hasn't completely stalled out but it does seem to have slowed down
What does it usually mean if it's stalled out completely, I have another jar that shows the least signs of bacteria but is further behind all the other jars, any thoughts ?

If it stalls it's either a gas exchange problem(not likely) or another organism has claimed the territory that the mycelium was on it's way to colonize.
Bacteria can invisibly take over sections and it will prevent mycelium from growing there.

If I had a cake that mostly colonized but eventually stalled out, I would just birth it with the others and cut off the uncolonized area, and fruit it like normal.
This never created any issues.
