Representatives are elected by districts. The entire state doesn't pick the congressional rep for individual districts (aside from the states that only have one district)

The citizens of the state are voting for who they wish to represent their state. It doesn't matter if it's by district as there are no citizens of a state that are legally allowed to vote for another states Representatives.

Congressmen represent their district and are elected by the popular vote in that district Senators represent their state and are elected by the popular vote in that state Presidents represent the country and should be elected by the popular vote of the country

In what state or states are the citizens of that state or states... allowed to vote for Senators/Representatives whom they desire for another state?

After all, it's completely possible Clinton will pick up those 22,000 votes from the remaining 5% of the un-recounted Wisconsin ballots.
