To boil/simmer WBS how long? Use soak water or rinse?

Posted in the ask Azur but looks like getting an answer there won't happen other than use Rye seed.

So :

With WBS do you simmer after a 12-18 hour soak for a good 10-20 mins( not boil) wait for a few kernels to pop before straining( say 5%)

Or

Bring WBS in soak water to boil and let boil 3-5 mins then dump and strain

Or finally

Just heat up WBS in soak water until it appears to simmer then immediately dump and strain?

As a bonus question : Do you first rinse the WBS with hot water after the initial soak or just use the soak water for one of the three methods above.
