A friend usually fills his up to about 2 inches above the bottoms of the jars.

My friend did his at 15 pounds for 45 minutes, and his jars had no contams at all, and cultivated perfectly... He as for when he took them out... he had one of those cookers that had a weight on the top, and after forty five he turned off the stove, took the weight off the top of the cooker, and then waited five minutes with no problems.

put a plate on top of some lid bands and then sit yourt jars on top.
then you can get mor water in to allow longer times without splashing over the top and into the holes.
about an inch up the jar is as far as i go.
