I believe those are Inocybe calamistrata.

Wow that's pretty cool! All I could find on their edibility is that inocybes contain toxins but is the bluing indicative of the presence of psilocin?

No, they are not hallucinogenic. They are just blue. Don't eat Inocybe species for your own good, many of them are toxic.

Nah, there are a few active Inocybe species but they aren't at all easy to identify with the naked eye. You'll most certainly need a good microscope and good skills to be sure what you've got.
Not a genus to mess with in any case, with so many species dangerously toxic.

Any source that claims Inocybe calamistrata is hallucinogenic is mistaken. As Anglerfish said, there are hallucinogenic Inocybe species, but they only occur in specific habitats / locations and are rarely observed. If they are found they should not be collected with the intent of getting high, but with the intent of contributing to the mycological community.

Good to know I may have not contributed to the mycological community much but I have to my own knowledge. Now I know if I see another one of these I wonder how rare they are they seem pretty rare the only one I saw out there. Is the pioson similar to what is in an amnita muscaria?

Well, main toxin in the poisonous Inocybe species is muscarine, which you'll also find in A. muscaria, however in small amounts in the latter, but often in larger amounts in Inocybe species.
