I use 4g to 100ml and usually get quite a thick mix dunno whats going on there. I guess add more to get a less runny mix

15g agar/liter should not become watery jelly.
Try to use 45g of the premix per liter. Agar does not expire IME. I use agar that I bought 5 years ago without problems.

reduce your cook time to 20 mins and if you don't want to throw the content of your mix off add more percentage agar. just agar. or just brew your own beer wort and use potatoe water for your brew water brew it like you want 6-7% abv

I had problems with agar at long cook times to glad it worked out for you good luck
almost forgot contams can reliquify your agar so if it's solid one week and turns to soup......toss it
