Pasteurization with bags

I am currently pasteurizing about 8 liters of substrate filled in oven bags. I usually pasteurize substrate in jars and degrees wont really vary between the center of the jar or the sides of it. As oven bags are bigger than jars, (about 4 liters each) the temperature varies greatly between the sides of the bags and the center of them.
I was wondering why we measure only the center of it? I mean can't the sides of the substrate get partially sterilized before the center of the substrate reaches 140f?

What type of substrate are you using?
You should be bringing the tempature up slowly so the outside does not become 170+ .
Once it hits 140 in the center you have begun pasteurization .
If the middle does not hit 140+ and stay there for 1 hour . You will have serious problems.

I'm using a mixture of horse poo and soil.
I know that the center of it should stay in the range of 140-160F for an hour, but I'm not sure how to do that without getting the side portions of the substrate hotter.
(with bags ofc, I've done it with jars a lot of times.)

Bring the heat up slowly if the oven is set too 160°~ the center will eventually become 160. (After a few hours)
When I pasteurize I just use a 24 pound turkey roaster I got from Walmart for like 45 bucks.
Its one of the best things vie ever bought.
I usually set it too 150-180 then set my tempature on my probe thermometer and go start more stuff.

Yeah same concept I fill my roaster oven with water about half way up the bags.

Pasteurizing in the oven is a good idea actually, doesn't it make the oven stink though?
