So propping up a failing industry by giving private company's incentives to remain in for as long as the gravy train continues is a good thing? There are plenty of useful intelligent things that could be done.

He claimed jobs didn't leave developed economies into the emerging economies, that's compete nonsense.
Has technology and productivity gains also eliminated many jobs? Yes, in fact there was a theory that technology had created enough new jobs to counter the old jobs it eliminated, that's no longer been true in the last 15 years.
