Yeah it makes no sense. She would need to gain like 5 million votes get to 5%.
The reason why she chose those states is obvious. They had a close margin and the exit polling showed Clinton had won in Wisconsin and Michigan. Exit polling isn't opinion polling. It samples people as they leave the polls and asks them how they voted. When exit polling doesn't match the vote tally, that constitutes evidence that something is wrong with the way the vote was counted. As we have already seen in Wisconsin, one county already admitted they over counted trump votes by over 5000.
