Getting my PC (?) cutting to root

Hey guys,
Got this small cutting for a good deal on eBay but no root development yet...maybe it's the soil? or too little light? Not sure if it's PC...been told it wasn't but these days a lot of people put any name on it they want

Are you sure it's not a T. Zucchinii? I can never them apart.
