Government IT is notoriously awful and outdated.
I remember hearing that floppy disks are still fairly popular in large sections of Iceland's government and probably several others as well.
Funnily enough though while trying to corroborate that with a quick search, I found this

I think it's obvious that the average user is not delving into DOS so much.
It's just like everything else with tech, nothing really goes away, we just build newer more abstract layers upon older innovation.

Yep. Don't fix what isn't broken. Just make it more badass. And DOS is pretty fuckin boss.
Also you'd think that tech sectors in those parts of the government aren't getting funds. But according to my source (which btw he's a hella smart kid. I just stand there looking at him like half the time he's talking and I took IT classes for 6 years) they spent like 1 billion dollars on a project, including pay for the specialists and stuff, and then cancled it one month before it was supposed to be released. I was spacing out pretty bad but I think it was some software that was supposed to make life easier and update their payroll system out of the 60s.

George RR Martin supposedly writes his books in DOS because it's a more distraction free area.
I'm guessing he hasn't finished a book in a while because the internet caught up to him though.

Man I'd hate to be him. Because now there's probably a ton of pressure around the build up of anticipation in his follower. I'd collapse under the weight of it.

DOS is beautifully simple while still being able to do pretty much anything you might need to do in a computer. Other than graphical stuff, of course. There's so many less variables and there's so much less to go wrong. The DOS based system we have at work is the only thing I wasn't ever able to break while I was doing system testing. I don't know how they never taught me it when I was learning coding.
In fact the only time I'd ever used it in education was when we had a field trip to a math and science center and we made robots and gave them commands via DOS. That was fucking awesome. All the best field trips I had were there. We also had another that was a mock shuttle launch with half the class being in "NASA" and the other half being in the "shuttle". It was extremely well done and felt pretty legit to an 8 year old. Sadly that is another place that has suffered from poor government management. They shut down a couple years ago
