keep towards freezing if not lighted well, i heard people say long periods of 10 C or less makes them go somewhat dormant (should atleast slow things down)

Whats seedlings freezing point ? 0 C ?! It will be easy to keep them 10-20 C

i'd say above zero for seedlings. 10 sounds good to me, 20 is pretty warm though i'd say.

This is what I am trying this year. I have two pedro's and they were in a south/east window in my living room. They seemed to not grow til about Jan. I read that you want to mist once or twice in the winter. Wihtin a week they started growing and now are skinny at the top.
So this year the best I can give is a spare bedroom east facing window, with the heat off and a towel at the base of the door. I may try artificial lighting As well. I am wondering the same thing as you and it seems as there is extremely contrasting opinions on winter care parameters. I am not really wanting to mess with heating a small outside green house. I would think temps would be difficult to stop fluctuations.

And this is why I don't understand why people insist on trying to do the inevitable I got smart,and learned my lesson
It's just not worth all that turmoil,every season,when you have to lug all those heavy beasts in,and then tr to keep them from stretching,looking ugly,getting diseases,pests,etc.
If you live in zone 9 upwards,I say grow all the cacti you want,or at least get a heated outdoor greenhouse,or indoor sun room if you don't,but for us in cold climates,it's just not worth all the hassles in my opinion.
I reckon,if I only grew cacti to consume,and didn't care about their well being or beauty,ugly etiolated crooked cacti would be fine to grow,but I don't eat cacti,never have,and I only grow for aesthetics,so yeah,like I stated earlier,I'm waiting until I move back out west,and then it's on
I also don't care what people say either,you just can not grow proper Trichocereus indoors under artificial lighting period.
Sure you can fromthe seedling stage up until a coupe of years.but after that,it's useless.
I am also by no means trying to discourage people from growing cacti in cold climates,I'm just letting you know why I had to stop my passion,because all the problems didn't justify me continuing this hobby any further 
And for all you guys that have all those nice looking trich indoors right now that look well,give em a little longer,and they will start look horrible in no time Just stating that before people try to post those pictures

When I grew in Scotland my cacti lived all year round in a heated greenhouse - cheapo paraffin heater. It sure is a lot easier here in a frost free climate - and the guys do a whole lot better.

Frost ain't the word here compadre,we get some deep freezes,and I remember one night last season it got down to 0°F !
Not practical for me to grow them,even though I do live in a subtroipcal climate.
For 9 months out of the year it's warm,to extremely hot and humid,then December through February,it's pretty damn cold,not so much during the day,but at night it gets down right freezing,and although we rarely get more than few days of snow per year,we have been known to have extreme ice storms with power outages for up to a month,and feet of snow! This has become more rare from the time I was a child until now though.
The only kind of cactus that I can grow here that will live out all year round are all my opuntia,but hell,they live in every single state including Canada
