Is this settup ok for winter?

Do you guys think this setup is ok for winter for seedlings on my signature ?
There are 3x 24 watt 6400k lightbulbs and a space heater that will heat the cabin every one hr for 10 mins, after 11 PM cuz the electricity is cheaper at night at my country, and the lights will be one from 11PM till 11 AM ? Any suggestion ?
Im also planning to sow some seeds tomorrow

Hopefully its cold enough to stave off growth. Last thing you want in winter is long spindly growth.

Average for this month will be -2 - 10 Celsius i would say... It will get colder next months
Dont have garage, i can leave them under the roof but it will be cold i think

In habitat, as the days get shorter and cooler - growth slows down. But cacti do not go ´dormant´ in winter as you will see many people incorrectly say. They will still be photosynthesising to some extent, and last summer´s soft growth will be hardening and ripening. Give them as much light as possible, preferably daylight, and keep them from freezing - that will suit most desert cacti. And keep them dry. I am fortunate to live in a frost free climate - for 3 months my guys live in cold frames, to achieve all the above.

So meaby in a room not so cold not so hot near windows they will do fine ?
I sowed some san pedro seeds also, if i dont have to heat that cabin, will tub in tub tek work with one or two lights on top ?

Im trying to help the guy out. How does one go about growing cacti i cold climate. Wish i could help but you guys have your work cut out for you.

You ideally do what the growers and nurseries in northern Europe do - what I did when I grew in Scotland - put your plants in a heated greenhouse (mine was only 4´X6´) - lots of daylight but keep them above freezing. I used a paraffin (kerosene for you Americans??) heater - cheaper than electric. Cacti need LIGHT all year round - like what they get in habitat.

I have a sunny frost-free climate - good for growing desert cacti - but my garden is so tiny - a lot of it is my car parking space - my cacti grow up high in pots on my roof terrace. They seem to like it though. But not growing in the ground has advantages - a lot less nasty things - like slugs - and I have been mercifully free of mealy bugs and red spider mites.

My bad I meant outdoor all year round,preferably in the ground for larger Columnar species,and pots for the smaller globular ones

I hate where I live, and want to move badly... But then I remember alllllll the cacti I have thanks to where I live.
Its a love hate thing I guess. I can't imagine not growing cacti. I'd probably plan a move based on that situation alone.

So what should i do ? Whats the best way to survive the winter, we have hot summers in here but also very cold winters

Do as fly has suggested. Invest, if at all possible, in some heaters and lights. There is no more advice i can give becuase i live so close to the flames of hell. I get constant heat year round.
