Not sure what you mean by that. Houston is about as multicultural as Toronto by the way. We have of course a metric fuckton of Latinos (literally about 40% of the population if you count undocumented immigrants), then the standard white americans who make up about half of the documented population, african americans are like 13%, then we have african immigrants, vietnamese, chinese, taiwanese, thai, indian, bangali, pakistani/iranian and russian immigrants. and those are just the major populations who actually have sections of town for themselves. I don't mind diversity. My elementary and middle schools actually did instruction in spanish half the day and I appreciate that very much despite the seemingly controversial nature of teaching American public school in spanish because now I am about 85-90% fluent in spanish. At some point in my life I think it would be interesting to see what it's like to stay in Ireland (I'm a ginger) for a month or two just see how it feels to live somewhere where I don't stand out so much in a group.
I seriously doubt Houston is as multicultural as Toronto.
Despite French being an official language in Canada, it is about number 15 on a list of most spoken languages in Toronto. Toronto has massive Italian, Greek, Portuguese, and Chinese speaking communities.
Maybe not, I will have to go there. The very fact that Toronto's Demographic's wikipedia is so much more detailed than Houston's leads me to believe you MIGHT be right. I think it's definitely true that there are more foreign born immigrants from diverse ethnic backgrounds living there, but I think it might be true that there are about as many native-born US citizens living in Houston who share the ethnicities of torontonian immigrants.
This is for Houston: According to the U.S. Census 2000, the racial makeup of the city was 49.3% White (including Hispanic or Latino), 25.3% Black or African American, 0.4% Native American, 5.3% Asian, 0.1&% Pacific Islander, 16.5% from other races, and 3.2% from two or more races. 37% of the population was Hispanic or Latino of any race.

After working in tech support for a number of years, I think I can safely say that Quebecians are some of the most assholish people on the planet. I thought I dealt with assholes all the time, but holy fuck... those guys take it to a whole nother level. If the caller was from Quebec there was a 98% chance you would want to stab them in the eye after like the first 30 seconds.

This factor made trips to Québec City feel really strange; never left Canada, but felt like visiting another country.
Also going to a rave in Sherbrooke was really surreal. Remember being high on mescaline communicating via makeshift sign language wishing to have paid attention well enough to learn French in school, instead of trying to learn it on the streets years later.
Though will say, never felt judged for having really broken French and having to relearn everything. Always felt stupid trying to communicate at first, but people were patient and helpful towards me for making the effort, despite the language barrier.
There are other places outside of Québec that are pretty French as well -- St. Boniface in Manitoba springs to mind, though the proportion of people who outright can't speak English is much smaller. It is, however, one of the few areas to my recollection outside of Québec with French signage.
Signs and billboards always felt like the biggest culture shock going back and forth between the prairies and Québec -- Everything is either only in English or only in French, there is no gradual transition, especially traveling by plane.
Though all of this is being kind enough to refer to Québécois as "French," when most French speakers I have met say they find Québécois nearly non-intelligible.
