Its not rot. It always seems to het that color at that base. Rot is somewhat darker.

Im not suggesting to go poking or prodding but if its slimy already it may be rot. If this is the case, then cut just above the discoloration. Sprinkle some cinnamon on the cut and wait til it callouses up and replant.

The very bottom does look like rot. You should move that soil (?) away from the base and let that part dry and harden to look like the part above the soil line.
Also, and trust me I'm not one to say this much, but your soil looks like absolute shit. What is going on with that? Looks like wood chips and not much else . . .

There might be some truth to that, some sites recommend using something to screen out bark chunks in your soil because it can cause rot in cacti from holding to much moisture.
I have used commercial cacti blends in the past, and found that straining through a screen, then adding a decent amount of perlite/lava rock, permitted vigorous root growth, and didn't keep the soil moist for to long after watering.
