Proper light setup for L. Williamsii? (Blue MH?)

Heya, I've been doing some research on using grow lights for L. Wils, I have about five cacti I ordered, some beautiful specimens. Unfortunately all I have is an eastern facing balcony, it probably gets about 8 hours of direct light, and then gets pretty shady. I think some of them are beginning to etoliate, one of them is turning kinda, and that's a big no-no. I searched the forums and saw people have had success with 6500 (hz)? 400 watt blue metal halide lights, but I don't know much about grow lights aside from the red/blue LED I use for my Sally D. I'm looking into getting a greenhouse rack and some lights, but I could really use advice on this, because I've never purchased anything quite like it before. If someone could point me in the direction of some products/setups that promote growth and prevent etoliation completely, and don't cause cacti to look ugly, I would sincerely appreciate it. I'm a little stuck.

But I would give them as much direct sun as you can, and use the T5s or whatever you get to fill in.

Thanks guys, that's really helpful information. Should I get a grow house rack? Now I know what type of lights I should get, but I'm not sure how I want to rig the light system..

So you want to use 3000k bulbs to promote flowering? Can I put one or two in with the six to help them flower? Mine are very mature. Can they flower even in the winter?

Do 3000K bulbs promote cacti flowering? I thought that was cannabis.

Yeah I guess for things like lophs which flower through summer they wouldn't care for the altered color but the guide I read said to put some yellow bulbs mixed in to give them a more full spectrum
