It's pretty easy and yet nobody ever seems to think of it.

1. Pick an issue
2. Look at who has solve it best
3. Copy/paste solution.

The French have the best healthcare on earth year after year > Copy and implement their system
The Germans send minimla amount of garbages to landfills > Copy and implement
Iceland has the best police officers in the world > Copy and implement
Singapore students outrank everyone because of their system > Copy and implement.

Why does everybody think they have to reinvent the wheel all the time? Just look at what works and fucking do it!

Why is nothing never easy...

I may not be an expert in these types of matters but I'm going to go out on a limb and say that if it were so easy to just copy and paste like that, it would already be being done. Each copy and paste would probably require complete country wide revamping of infrastructure and enough rewriting/reworking of law and procedure to take decades at least. There's no political motivation for something like that. If the successors don't carry through with the process, all the predecessor is left with, is being known as someone who wasted countless dollars on a pipe dream.

In a democracy nobody really has all the power to change everything.  It's a give and a take in a democracy.  Culture can only withstand so much change.  Many people are stubborn to change.

I like this plan. If we actually looked to history we would avoid a good amount of problems. Like Clinton wants to send arms to Syrian rebels. Exactly what we did in both world wars before we got involved. We should stay out of the conflict or side with Russia. Supporting the rebels are indirectly supporting Isis.

I don't think it's that they think they can come up with better solutions. I think they're trying to come up with solutions that can be implemented in a relatively short amount of time without totally throwing everything out the window and starting from scratch. People have to work with what we have. Your plan is closer to what you say the problem is, than what you propose to replace. To just completely copy some other country's way of doing things, you have to build it from the bottom up, effectively starting from scratch, reinventing the wheel. Just because it's an exact copy of some other country doesn't make it not so. The donor country already has the infrastructure and policy in place, the adopting country doesn't.

You may end up copying some stuff that is pretty new, even to the donor country, but most of what you would end up copying is stuff that has been built up over years, decades or even centuries.
