What's the best way to mail cactus seedlings?

Got a complaint from a buyer today that the 4 month old saguaro I sent him was nothing but dirt. I saw some pictures and the plant had obviously severely dehydrated and possibly been crushed. I sent these to several other people, so I could well be hearing back from them.

I wrapped the seedling and its roots in a damp paper towel then wrapped that in saran wrap then wrapped it all in foam and shipper it in an ordinary envelope. I'm not really sure how to improve other than ship them in a box and spend more on shipping than I'm making from these.

Advice?

I would think the damp paper towel caused it to rot. I've had few saguaro seedlings die from rot, I think there sensitive to too much moister.

Cactus are generally best sent unpotted, dry root no soil, and wrapped well in something dry or maybe bubble wrap is my preferred, small seedlings i put dry within a small plant pot for added protection padded on top with tape so they cant fall out.

I would only reluctantly repot a 4 month old seedling, let alone send it by mail. :|

I send quite a lot of plants by post.  Always dry and unpotted with soil removed.  Small ones I wrap in dry kitchen roll - then a good layer of bubble wrap - then into a padded envelope.  Larger plants go in a box wrapped in dry kitchen roll and then protected by crunched-up newspaper.
The only damage I have had reported was in the early days when I sent seeds in regular envelopes - the US uses postal machinery that WILL crush them to powder.  Nowadays I send even seeds in padded envelopes with extra bubble wrap.

Oh well. It's the buyer's responsibility after. I just have to make sure it gets there ok.
