no way to answer without some kind of genre-specification
also, does songwriter exclude "composers" or mostly non-lyrical musicians?

dylan, woody guthrie, john hartford, garcia/hunter/weir, david byrne, shannon hoon, jeff buckley, honus honus, kaki king, joanna newsom, andrew bird
i really like magnolia electric co. (haven't heard all the songs: ohia stuff or molina's solo) but wouldn't consider molina to be one of the greatest song writers. powerful, yes, often.

Yea they were just honorable mentions. They both have certain songs that are very powerful though. Elliott however was just a god.
But no im talking pure songwriting here.

mark knopfler, tom scholz, jack white, dylan, dave matthews, travis meeks, john fogerty, adele, zakk wylde
As bands, these bands are amazing writers:
