Why doesn't my pressure cooker work right?

I cant figure out what I am doing wrong... 3 quarts of water, loaded jars in, waited for water to boil, put lid on, waited for steam to vent for 5 minutes, put weight on. Ok so now this valve thing is supposed to pop up once pressure builds, but its just been spewing steam and water droplets out. My weight wont even start rocking, because there appears to be no pressure building up. What gives? This is going to be really frustrating if I just wasted 7 jars of bird seed...

Press down on that gasket spewing water and steam with a butter knife or something and hold it down hard for like two minutes. Then release it really quick and it should pop up and seal. Mine does the same thing. If it pops up and there's still steam coming out twist it a little till it seals

Eventually you gotta buy a new gasket. These days I always have spares lying around. They're easy to find online. Gotta check out your model either on the handle or under the PC

Just replace all the rubber parts and put it together. Put water and iteam inside turn on full heat with the weights on until it keeps spinning then turn down the heat to middle

If you ever tire of dealing with seals you can always pick up an all american sterilizer. Picked mine up for 150 on ebay.

Apply vasaline on the gasket too. It'll make it work better and last longer
What are you trying to heat your pc up with? Maybe it's just not getting hot enough. Or you didn't wait long enough before you posted this. If you have a big pc it takes about 30-minutes once you put the weight on

Just a large kitchen stove burner. It takes a while to build pressure because of the large surface area of the aluminum to the cool air but it gets there. I feel for this type of work an autoclave is a really good investment.

Its a portable electric cook top, ~700 watts. It took FOREVER to even get steam venting. I am talking like, hours. It honestly was BARELY boiling when I put the lid on, but by the time steam was venting I could hear it boiling hard inside. I left the weight on for, idk, it was at least 30 minutes though.
You know, the indicator light on the heating element knob kept turning on and off... I assumed to keep steady heat. I am wondering if this little cook top, even at max heat, is just not enough, or maybe BARELY enough, for the PC.
I actually planned on this! Kinda lol. When I saw the wattage of the element I bought at the hardware store, I was skeptical of how well it worked, heat wise. So I ordered a more powerful 1100w one with my agar stuff and its about to be delivered.
NOW my question is... since I ended up just turning the burner off and going to bed, are the jars that were getting a half assed steam bath last night still good to use today? Can I just put new water in and restart PCing? What I mean is, did what I do last night ruin the jars? They are still sitting untouched in the closed PC if that matters.

If you're gonna go the hot plate route, you should definitely get one that's at least 1100 watts IMO. And yes, you're good to re-sterilize them once your 1100 watt unit arrives
