Miserable parents.. I feel sorry for their kids

I was at the library and there was a mom and her 2 kids using a computer. One of her kids was giving the other shit for fucking around and kept saying loudly (not yelling, it wasn't even rude) "stop it,.stop it!". The mom starts giving her ( the non-instigator) shit, simply because she was embarrassed her kid was acting up. This bagged eyes, miserable woman made her feel like complete shit and humiliated her in front of the whole library. She was only lik 8 years old. It was her brother that was being the dick and intstigating her. She later broke down crying, it was the saddest thing.
Just want to vent here. Is this reasonable grounds to have acted up and humiliated the woman? I wanted to explode on her.

it is hard when you feel called to help, but don't know HOW you CAN help.
It is a struggle to watch it happen, similar to how it's a struggle to watch someone fail in public (such as stuttering while delivering a speech); you don't know how to remove the uncomfortable feeling from the situation. This situation is different, though, because the person affected is in more of a victim role, and this is why you felt motivated to act.
But HOW to act is puzzling. What is acceptable socially? What is required to satisfy your morality? I fly under the radar, and probably would not interject in this situation, but I understand your frustration. Generally, the way I choose to help is to be the best person I can be, and influence others through my kind approach to people, things, situations, ideas, etc. It is more of a long-hustle than an instant-gratification hustle, but it is what works for me and satisfies my conscience (overall). It is also helpful to remember that you cannot help everyone, and sometimes it is not in your best interest to lay yourself out there
I hope you can release the stress from this situation, and also come to a conclusion as to how you can help in a similar situation in the future.

Your mom, maybe. This is incredibly false as a sweeping generalization.
OP: as a general rule, when thinking about approaching people you don't know about their parenting in public, don't do it. If there's no abuse, physical or emotional, but it's just a parent reprimanding their child, don't get involved. You don't know the parent, you don't know the child, and you don't know the circumstances, best to just MYOB. I know you might want to, it might bother you not to, but it's absolutely not your place to get involved.

How many mom's with zero money, no education and no man can raise a kid to their expectations? It is easy for a woman with funds to raise a kid when everything can be purchased.

Well, that's different from what you said initially. You said that mothers don't usually know how to raise kids, which is very different from saying that some mothers don't have the capital to raise kids in an optimal setting. You don't even know what you're arguing. 
Anyway, I'm sorry your mother was so inept, but that doesn't mean that there aren't millions of amazing moms in just the USA. Generalizing is dumb, when you're wrong.
