Tin doesn't rust, and rust can be sterilized.  But here's a two-dollar tip:  Bar Keeper's Friend.  Removes all stains, rust, discolorations, and stuck-on crap from metal, glass and ceramic.  Your life will be better with this stuff, I promise.

It can be sterilized. The rust will still be there, but if done properly it'll kill the bacteria. I'd rebuild it anyway, looks kinda rough.

What blender do you have? My oyster blender uses the same standard as a regular mouth mason. So I just put the blade piece and gasket directly on the jar then screw down with a mason ring. No need for a mason lid.
