That article doesnt diverge from the one I posted at all. Its fairly obvious that the cop was the one who shot his partner, just so he could have a chance to shoot a minority.

But they clearly executed him without any need I'd say second degree homicide or manslaughter, definitely excessive force

I didnt see a struggle. I saw him laying there completely compliant. Can you point to the part of the video where he's putting up a "life and death struggle?" All I saw was a man calmly begging not to be shot. That must of been terrifying.

Its generally their excuse for having them. about 90 percent of police departments in the US are authorized and that number is steadily increasing.

This was a LA gang member that ran from the police, had a gun and then fought with the police on the ground, that is why he got shot.
The DA did NOT charge the officers for that very reason.

I could say you were running away if i wanted to kill you or if I accidentally shot you by mistake ? Who's going to prove otherwise? The dead criminal??? Cops who break the law should be executed fast and in a painless matter... With this new law they will also get a bonus at the end of the year because the job just got more dangerous

The DA didnt charge them because he was black and his live didnt matter. There was no struggle, and there was no reason to apprehend him.
