I just find it interesting that so many people were against Rachel Dolezal because she tried to change her race. Where do we draw the line at what is appropriate body modification?

appropriate and inappropriate are irrelevant terms, here. the fact that a majority or minority of people feel their views on how to live are more right than any others seems, to me, a large part of the psychology behind any sort of bodily modifications.

i know a large minority that think their way of life is the "right" way
they are preachy and barely tolearble
again, i think you and i know encounter very different people. you are involved in city-life, which is drastically different from rural-life

I don't know why this isn't an option, he or she has almost a decade before puberty even hits. Before puberty hits, boys can easily pass off as girls, and visa versa. Plenty of time and years to reconsider and think about whether sex reassignment surgery is for you.
I mean once you have the surgery, it's permanent. Even if it's irreversible, you're doing permanent damage to your genitals, and there's a strong likelihood you might not be able to have children anymore. Even teenagers regret tattoos.

granted, surgery wasn't available in their time, but this is the way, historically, native americans and many other tribal cultures treated their "trans-gender" members. they dressed and took on roles of the "gender" they felt they were
for anyone that isn't aware, "trans-gender" mentalities are prevalent throughout human history

Well, I hit puberty around 9yr old, so that would be half a decade.
Still, 4 is far too young, if they're even allowed to do something like this under 18, they should have to sign consent forms every year for 5 or more years. That's a stretch.

I wonder what compelled the parents of a 4-year old to opt for sex reassignment surgery?
I mean, I remember watching a documentary about Jazz, the transgender girl who was maybe 7 or 8 when she underwent hormone therapy.
At first I thought, "7, that's a little young for hormone therapy isn't it?" Back then, she was the youngest person to have undergone this treatment in the USA.
But then I learned that the turning point for her parents was when they caught her in the shower with a pair of scissors, sobbing, I guess she was getting ready to slice her penis off or something. 
After hearing that, I can see why her situation was a bit more serious, and why her parents moved to placate her desires.

In fact, every now and then, especially when I was going through my roids phase, I thought extensively about whether to transition fully to FTM, maybe later on in my 40's. I already have the square jaw, I have a husky masculine voice, and high cheekbones, I think I'd make a pretty decent-looking guy.
The only thing I have going against me is that I'm short. 5'5" is not a good look for a man, even with big muscles.
My main worry though, would be transitioning, only to discover that I end up a really ugly man. I mean, I don't want to go through all that only to realize that I end up looking like one of those fugly ass dudes, that would suck. And I wouldn't be able to revert back to a woman after that, because my jaw structure has completely changed after hormone therapy, I'd end up looking like a butch woman for the rest of my life.
In reality though I'd probably get tons of plastic surgery first before I consider gender reassignment surgery. I mean, if I have all that money to change my looks, I'd probably go one direction first before I went the other.
