Has the term "vato" become more derogatory or racist?

I grew up in New England and the term vato stuck around until 2010. It's always meant homeboy or friend or buddy. I lived in the Midwest for five years so I never heard it for awhile.
My buddy says if I refer to him as vato then that's straight but if an angry stranger came at him, it's a terrible word to use. Buuuttt.. if someone in a calm manner said hey whats up vato I'll smoke you out then it's generally legit depending upon the person. But then to never say it at all in poverty stricken high crime areas or you get your white ass shot.
Has the term "vato" always been the "n" word, or has it grown into a derogatory as "wetb***" or "b***er".? What about those of you with darker skin who look Mexican? I bet that's really taking the piss.
Can a Mexican use "vato" against another person and have it be derogatory?

Hey what about down in the South? How bad is it to use there, or do you hear it a lot? There's a large Hispanic population here. I was mushroom picking and the dudes laying the mulch were calling each other vato and the last time they got some good pussy.

Because people see it as a threat as is projected the Hispanic population and it's culture breeds heavily due mainly to it's Catholic upbringing and large family, and extended family ties.
So it will be largely Blade Runner in the United States years from now.
Vato, means shit, just like most of this culture in the United States and perspective will happen over time. White, political and lobbying dominance and the servants no matter what race you are that serve them.

With my buddy Wil and crew, it always meant family, but I knew him since I was a kid. But you never said it around someone's mother or aunt (or someone's sister if she was engaged), or at a family gathering. If I was the only white guy, I never got called gringo. If a Portuguese or Irishman called any dark skinned person "vato", then there would be problems. Usually it just meant my buddy or "my asshole friend but he's legit". Hard to put a meaning to it. Around the late 90s I don't think I ever really heard it much again, but I wasn't involved in Mexican/Hispanic culture any longer. Weird to see a word become derogatory and shitty to some people. That's kind of disappointing. But it's nice to see that the familial side remains.

I've only ever heard Mexicans use the phrase, but never in a derogatory way and not very often either.

I speak Spanish. "Vato" has somewhat of a gangster connotation. It has a bit of an aggressive overtone when used by someone who isn't familiar. Among friends it is not offensive at all. It's like when black people call each other the N word with an A at the end, except it's not racist even outside the proper context. I think maybe it was used more 20+ years ago, now it's largely been replaced by "güey" (pronunced "way") except in the gangster subculture.
