Look for Sun Blaster T5 tubes and fixtures if you're going that way. They're available in 18", 24", 36" and 48" running about 8.5 W per foot. Nice reflectors for containing light spill.

Yes, that´s spot on - my T5s are 18" long and 13W - 6500K. Only a few Euros from a Chinese bazaar.

I use the same and the 24", 16W variant as well. You can build reflectors for them from aluminum sheet you buy in hardware stores, easy to cut with strong scissors and easy to shape after scoring with an x-acto knife.
