Growing plants with 6400k bulbs?

Hey so I live in Canada Alberta and it's starting to get chilly so I can't go out and plant some plants outside. My question is can I use 6400k bulbs to grow something such as: lemon balm, spear mint, morning glory? If not what kind of bulb would I need and what light cycle

If it's a CFL yes it could be used to grow plants
How many bulbs do you have and what is their wattage? With CFLs they need to be kept close to the plants throughout the grow because the light spectrum the plants need for energy is only found within a few inches of the CFL, if they're too far away the plant won't get enough energy from them but they also can't be too close or they'll burn the plant
So you'll need multiple bulbs to cover all the foliage and you'll also need to be able to adjust the position of said bulbs as the plant(s) grow
6400K is best for the vegetative stage but for flowering 2700k bulbs would be preferable

If you go with flourescent tubes be sure to get t-8s, which are cool, and are almost impossible to burn your plants with. You might get slight burn on contact with bulb tho.
t5s are thinner and run hot and you need to keep a couple inches distance from the leaves to prevent burning.

This is anecdotal, but I heard the best cannabis in the world grows in the mountains of Nepal, and, the theroy is, as there's less atmosphere to filter out the UV light, plants photosynthesise better.
So, mix in some blacklights? I'm sure some people have done tests, the reason I say that is with a fluorescent tube the ultraviolet is being converted into visible light via a phosphorescent coating, which is not 100% efficent.

Yeah. So, to answer OP's question, you can use your cool white bulbs, but for the same energy consumption, look into getting ultraviolet light as well.

IIRC CFLs generally tend to produce less usable light than the equivalent wattage of striaght-tube fluorescents, since the coiled shape means that a lot of the light produced is hitting some other part of the coil rather than radiating outwards. It's also a hassle to deal with a bunch of CFLs if you have a larger area to cover, they can be a decent choice on a smaller scale though. I have a bunch of 2x4' T8s and one 4x4'T5HO, just cheapo shop lights from Home Depot.

This. These lights are great for not only seedling cannabis, but other smaller plants as well.
