Buy a can of silicone spray at the autoparts store, or a can of penetrating oil like PB blaster or whatever. this works if it's stuck and I use it on rusted parts all the time. maybe that's not what you need though I cant follow your OP

Yeah I guess., I personally don't own a crowbar and have friends in the locksmith buisiness and they usually do it for 10-20$ and it doesn't have to be destroyed . But yeah prolly best to just pry it open

You are missing the point
In this case it does have to be destroyed. The bolts are seized in a half locking position. Unless he can lube them up and get them to break it free, prying it open is the only way. It's quick and easy and fast.
I have opened nearly 30 sentry safes this way for customers. And I charged 15 minutes labour to do so. Which was 20 bucks plus tax
I guess worth it for someone who doesn't have a good pry bar tho, agreed 
20 bucks isn't much in the grand scheme of things

Safes are a "get what you pay for thing"
Good safes cost good money.
Look for a burglary AND fire rating. Generally you will see a "tl" rating. Like TL-15. That's a tool rating. It basically means that a professional with all the right tools and knowledge, would take a guaranteed 15 minutes minimum to open it. The higher the TL rating, the higher the security and price. UL ratings (underwriter laboratory) are a good stamp to have but not necessary. Glass relockers are generally standard on most burglary rated safes.
I like brawn and American security safes
I like mechanical over electronic
If you want burglary and fire rated, be prepared to spend a minimum of 700 dollars for new, with a 1000+ the more likely range.
Edit: I should note those prices are on the low side and for a tl-15 rating only and no fire rating. Having both makes the price dramatically start to increase
