Yes, it is true ISPs are able to monitor connections made to and from your home. They control the pipe, after all. Usually, the information gleaned is aggregated and not listed as "JOE VISITED SHROOMERY.ORG", but more likely, 198.51.100.34 -> 104.25.126.18.
Bear in mind, it's also very likely you are using your ISPs DNS. Which means they have the ability to see and record any and every domain you are visiting, with the ability to match the information to your account.
A user browsing a website with an encrypted connection (HTTPS), using an external DNS provider, has nothing more to fear than their ISP knowing which IP address the user is connecting to. The ISP is still in the dark as to the content being transmitted over the connection and the domain the user looked up to make the connection.
A user connected to a VPN, need only worry about their ISP seeing an encrypted connection to a server out in internetland. The quote "any attempts at internet encryption probably attract more attention than just regular posting with normal judgement." is baseless. Your ISP will regard the connection as they would any "work-from-home", "road warrior", or other user that regularly uses a VPN connection to dial-in to work or another network.
Is the decision to task an individual made because they chose to utilize an encrypted connection? Unequivocally, no.
Is the decision to task an individual made because they have done or are doing other things to bring attention to themselves and it's suspected encryption is being used to obfuscate those other things? Yes.

The last point was addressed above. Encrypted traffic does not inherently mean "illegal traffic", LE and ISPs know this. If they handled all encrypted traffic as containing illegal activities, they would never, ever get anything done.
