Why is it oats are suppose to be the easiest to prep. But are so gawd damn contam prone.
I like rye but its to damn expensive.
May be its just my oats, I found another place with triple washed oats might give them a try.

How .much they're washed won't matter. The endospores are in the grains.
I've not had a problem with oats

take 10 oats before you sterilize them and cut them in half. make sure all the starch is gelatinous. if any remains as a powder you're fucked if you sterilize them. boil until every sample is completely hydrated and gelatinous all the way through

I use plastic wide mouths with 1/4" holes and I hydrate using nocs tek. They soak for about 10 hours. But this next batch I will try something different maybe eats hydration tek. But ill cut them open like you said to hope fully its the hydration problem. I pc for 2hours as well so I don't think steralization is the problem.

I just boil the oats for 30-40 minutes.
start in cold water bring to boil start timer. or if too many burst then obviously it's done early. they're hard to burst though
