Can you cite a law that makes the archives responsible for sorting out requests for a convention?

It's implied in Article V if the archives document the actions of congress.

The archives does what Congress tells them to do. That's their job. The constitution is silent about it.

Sibleys lawsuit shows congress is unconstitutional and the letters from NARA show the same about the archives.

You probably cannot understand that congress is supposed to count in order to know when 2/3 has been reached and that the National Archives needs to record it along with the library of congress.
But really, if you have to ask that question you do not have the intelligence and integrity to conduct the discussion. I shall not waste my time further.
