Here lately I've been hearing a lot about some of the fake stuff that china makes (not that that's particularly new) but what really disturbs me is that now they are making counterfeit food. And have been doing so for at least 4 years.

I can't actually verify this. I only see a buttload of sources claiming the Korea Times reported that the Singapore media had the allegation. That seems pretty suspect.

Yeah, p much. I don't buy it. There are much better uses for plastic and like.. why? What would be the point of doing this? Cheap plastic shit that breaks is China's #1 export commodity. Rice is grown in patties and it's not cheaper to make plastic rice look alike stuff.
Not to mention plastic is carcinogenic. I'm sure they are aware of this.

What's crazy is, that plastic rice brand in China isn't even cheap either. It's actually a "luxury" brand that's sold for a lot more expensive prices than standard brands of rice.
And it's not just plastic rice. Check this out. China has also been manufacturing fake eggs that are made completely from chemicals.
You would think that putting together chemicals in a lab would be a lot more expensive than simply harvesting a real egg, but apparently manufacturing and labor costs are so cheap in China, that companies prefer to save money by doing this.
They have even been caught selling meat that has been frozen for 40+ years:

It's called the Wuchang Rice Scandal.
I don't think there's any other nationality that exemplifies the trope of being cheap sheisters quite like the Chinese do

My only guess (a poor but valid one) would be to cut production waste costs while increasing rice profits at the same time.

It is definitely real. Please see the video above I posted, several legit news sources have covered the Wuchang rice scandal.
I had a hard time believing this initially too, that a company could possibly cut costs by manufacturing something that would clearly cost a ton to make, because in the USA it clearly wouldn't be cost-productive.
But you have to understand that labor and manufacturing costs are so cheap in China, that it is actually cheaper to produce fake rice than to harvest and pay farmers for the real thing.
Plus, the Wuchang brand of rice is actually sold as a luxury item, for double or triple the prices of regular rice.

After having bought a few chinese "replica" Rolex's online I wouldn't be inclined to mis-believe, off the bat, any story about "fake" anything coming from china.

I guess you didn't watch it but that Wuchang Scandal video had nothing to do with plastic rice. It was about two things. First farmers cutting a tiny bit of rice from Wuchang with a ton of rice sourced elsewhere, and selling it as from Wuchang. Second people in Wuchang importing rice from elsewhere to sell as Wuchang rice.
Calling Chinese people as a whole exemplary sheisters is a little much for the Pub. It seems a little uninformed, too. They have different laws regarding counterfeits, but U.S. companies do pretty much the same shit. They add totally non-digestable and zero nutrient wood pulp to many if not most processed foods. They use meat glue to piece together scraps as an expensive cut of meat. Many are completely dishonest about their product.

China has had a serious problem with fake food for decades possibly longer. Chinese honey is notoriously fake, but also salt and meat are often fake. Meat is sometimes worse than fake: years old meat is regularly sold in china.

Oh you're right my bad, I remember watching a ton of videos about the plastic rice incident several months ago, and assumed one of those videos was the one about plastic rice, without watching it again to confirm.
These videos are in English. RT reports that it is a mix of potatoes, sweet potatoes, with plastic. It's not all 100% plastic:
These videos don't have English subs, but you can clearly hear "plasteek" and Chaina" being said several times in the video, along with demonstrations of how the rice is made and how it burns. The reason India covered it is because this brand of rice was found to be imported and sold in their country:

Mislabeling a cheap cut of beef for an expensive cut of beef is cheap, but it's nowhere near as cheap as cutting toxic chemicals such as melamine in baby formula (which has caused thousands of kidney failures, hospital visits, and even deaths among infants).
Seriously, making fake eggs completely from scratch to save a few bucks is beyond cheap.
