If it's post pc then yeah, that's too wet. If they are a bit wet pre cycle it's usually not a big deal.
My pic above is pre cycle, I like them surface dry as well but this is your first rodeo so...
Cook as in when you're hydrating? 2 hours will turn them to mush, mine are done in about 20- 25 mins.

yes this is post pc. i follwed bods tek, they say in a strainer for 1.5 hrs then in the fridge over night n most of today, they were dry when i loaded em...
i boiled for 30 then pc'd for 2 hrs

They will look wet for a day or so after the pc so if those were just done don't panick yet

Do you have a hole in your lids with polyfil? Or just loosen a 1/4 turn?
lids just like above pic, SFD in the middle, tightened down all the way and backed off an 1/8th turn, covered with foil

So this is what to look for with Oats.
From left to right:

1. All white, lots of starch and no internal hydration, about 5 mins into boil,
2. 50% less white starch about 15 mins into boil,
3. 100% hydrated with no visible white starchy interior, 20 mins into full boil
If left for longer it will still be clear but much more mushy and less likely to absorb any excess moisture during or post cycle. Do not over hydrate, if you're keeping an eye on it by cutting into the kernel every 5 mins or so you shouldn't ever have over hydrated oats

To be clear, regular plastic lids will absolutely warp if PCed while tight. Those "no leak" black lids don't seem to though. I haven't run enough tests to say for sure but so far, they aren't warping
